[BUG] Theme styles are broken in dev #19

Describe the bug When a new development environment is raised this has the styles break.

To Reproduce Steps to reproduce the behavior:

  1. Install distro and enable distro plugin in a maple environment
  2. Run the command tutor dev quickstart
  3. Go to http://local.overhang.io:8000
  4. See error

Expected behavior Bragi styles should be compiled.

Additional context This was working in Distro Limonero, Maybe is an issue in the docker file since tutor 13.
