Feature/339 integration of local concourse environment #1

Setup of local concourse environment with Concourse Server, Git Server, MinIO and Docker Registry.

Documentation is also available for the concourse environment.

Currently there is now way via dobi to stop a single docker container. If this is required, it could be done manually via docker-compose command, or Armin, Flo have additional ideas.

i don't really like the name of the repository. "local test environment" can be anything. A name like environment-concourse fits much better.

I also miss the description what it is and for what and how I use it.

@FlorianReinhold @JoergZeidler @siredmar Name proposal: "elbb-dev-environment" because imHo it is not only concourse relevant. E.g. developing with dobi + conan you propably need a local "JFrog Artifactory CE for C/C++".
