added arm_clip to cmsis library #578

Hi @danielkinahan Thanks for the contribution.

It looks like this effort is duplicated in the huge HAL/CMSIS update in #582.

I'm going to mark this as closed for now. I'd love to know if you have a chance to sync with the upcoming update in that PR, and that satisfies your requirements for your project.

We'll be going through testing/review of that update over the next few weeks, and would appreciate any feedback, especially if it's changes were relevant to a project you're working on. Thanks!
