Verify Legal Agreements that would prevent dbs from being moved from on-premise hosting #28

Data in some of these databases is or may be under strict legal agreements from donors. At a minimum, fedora38_qas and rushdie cannot move into AWS due to these agreements. We are reviewing other databases to confirm they do not contain restricted data as well.

[SD]: Please confirm if there are other databases under some legal contract and can't be migrated to AWS.

Please provide copies of the legal documents that specify the location of the library databases. We do not want something that important to get lost in the turnover. Once you provide these documents, the DBA team can review them and then may be able to accept the responsibility for these databases.

UPDATE: If Oracle dbs are not being moved to AWS then our concerns are mitigated. Eventually on-prem will be going to the cloud (future date tbd). When this happens regroup with Saleem and Brad (and others) to ensure security concerns are addressed.
