[Issue]display stuttering #890

The issue

every 1-5 seconds when the machine isnt idle the display freezes at intermittent periods for a seemingly random amount of time . it seems to occasions redraw faster whe i move my mouse but it too vage to be able to tell. I had your dotfiles working flawlessly for several months beforehand with no issues so the hardware can defintly run it(i have a framework 16) i just reinstalled my system(there was no freezing in the iso or tty on the booted system) i reinstalled the dot files and i get stuttering againg. I tried using fps monitor to see if it was hyprland but the fps monitor froze with the rest of the screen

Logs all widgets are showing but can be delayed due to aforemention stuttering installation worked first try ```plain ```

This isn't related to #851 as it happens just after a reboot with network turned off and it doesn't change with uptime

I reinstalled and it still doesn't work confirmed it's.bit hyprland or foot by running with a default config no edits and it runs fine copied ags over and ran it with no issues

I have no stuttering if I replace hyprlands config while it's running from the default generated one to the dot files but if I boot it with the dotfiles config and launch hyprland then it stutters even if I remove the execs confg file so it's not anything being executed by hyprland

It also seems to lag my try as when I boot but don't launch hyprland then no issues but with hyprland running keyboard input lags by about half a second This is really confusing me

If I start kill and restart hyprland I have no lag or stuttering. Regardless of config
