Create some test data which goes in the database.

issues
letters
comments
users

Provide a way to load the test data easily, e.g. using an sql file or script of some kind. Provide associated data (like avatar images), and put those inside <proj-root>/src/digidemo/static/digidemo/test_data/

Basic test data was created as an sql dump in <proj-root>/data/test_data.sql.

Need to add test avatars...

Done. Instructions for loading test data in <proj-root>/data/README.md, and general <proj-root>/README.md updated.
