Verify css styles accross all major browsers / versions

Quick checks on the most popular / recent browsers look good. There is a small display glitch in MSIE for the main issue pages: e.g. localhost:8000/overview/1/keystone-xl-pipeline-extension

Do more comprehensive testing of browser rendering. I'm not sure how best to do this. The free services, last I checked, are too limited. It might be necessary to install various browser versions in a virtual machine or something. The first part of this issue is to scope out the various solutions, and find one that will give us reasonable assurance of display performance for the MVP.

We want to render well on these browsers:

• MSIE v 8+
• FF v 4+
• Opera
• Safari
• Chrome
• Android Internet
• Iphone
