If taken into custody while holding bags and then brought back, the bags are lost. #16

Just soft locked because when the AI spawned me back in the UI said I was still holding my bags but when I tried to throw there was nothing.

issue is known, didnt find it to be too often an occurence but will see what can be done, try updating as the github has recently updated and added contributors
