Is it true that some time ago (long time ago?) development of your great plugin redmine_ultraviolet suspended? I have checked possibility to install it under Redmine 3.2 - without success (log below). Also, fact that in the README.MD you mention as installation place folder vendor/plugin means, that you have not updated plugin itself / documentation (file README.MD) loooong time ago. As long time ago folder for plugins changed from vendor/plugins to plugins.
Just to have ticket complete, e.g. with enough technical details: see error message from error.log (from Apache) - strange, but production.log is clean. So, errors during Redmine restart (Apache restart):
