Track public holidays #7

Can calbot track public holidays through hibob? It's bank holidays at the moment and people in UK are still getting pinged even though we're off

Annoyingly, hibob a) doesn't tell you that a person is out due to it being a public holiday, and really infuriatingly b) even when someone has explicitly booked the bank holiday off hibob still doesn't tell you that via the api.

Im somewhat loathed to manually try and copy the public holidays for each user into calbot, but I think that might be the only way forwards here

Actually, looks like if we use a different API (b) is no longer a problem.

It does also look like HiBob exposes in what "site" a person is in, so we'd just need the list of public holidays for each place.
