When using an external URL, throw a notification message into the chat pane #161

Without the message, it may not be obvious what happened.

Test this for the logging-in and new-account cases. Test the new-link and already-had cases.

(While we're at it, someone suggested moving the external-page segment of the login screen to the top. Or bottom?)
