Macos pynwb issue update syncopy.yml

Changes Summary

• This solves the broken nwb file writing (see failing unit tests on ESI macos gitlab runners) by updating the package versions in our syncopy.yml file. Most relevant updates are python, esi-acme, dask, h5py.
• Note: This drops support for Python 3.7 in the syncopy.yml file, it is over end-of-life.
