[HTML] Support W3C testharness.js #18

Implement HTML features that are used in testharness.js sooner than later. cf. https://github.com/w3c/testharness.js

3d6af19ae667f8e0f1ed639164b3d140c229365c would be good enough for escort 0.3.1. We'll open another issue for the remaining features, such as Web messaging, used by testharness.js.
