After evaluating an internal cloud 0, juju-lint reports:
2021-08-10 16:47:04 [ERROR] [2021_08_10_bundle.yaml] [manual/manual] Openstack charm 'neutron-openvswitch' is missing.
In this OpenStack deployment, ovn units are correctly in use rather than neutron-ovenvswitch lending to this being a false error.
