Since juju-lint can be used in different environments, each with their own set or requirements, being able to only specify one ruleset is limiting.
It would be better if the -c option could be specified multiple times, as it would effectively enable overlay rulesets.
Not supporting multiple rulesets is effectively a blocker for bug 1807730.
