[wishlist] check for correct use of availability zones

Given that juju lint analyses the juju status output, I think it should be able to verify AZ assignments. It could be something as simple as:

• for every principal application, count units grouping them by AZ
• warn if AZ distribution is uneven, unless unit count is 1
