hw-health should be an "operations mandatory" charm

As hw-health has matured, I believe it should be a mandatory charm to ensure we're monitoring bmc/ipmi/disk/nvme subsystems on all clouds.

It is currently listed under "operations optional"

(by afreiberger) I feel this would be better to be called out as mandatory and be able to suppress the error than to miss having the monitoring if it's a hardware based model.
