Juju-lint reports missing monitoring on Nagios service. Nagios should be seen as an exception on juju-lint, since standard approach consists of nagios monitoring itself and not needing a subordinate nrpe charm.

Re merge 383939, Agreed, this is a dupe of bug lp#1855857, or rather vice versa, but will set this as the dupe since the MR is against the later bug.
