Determine path forward for 'baseline-roadmap' repo #249

This issue is to track the final actions needed to complete the task of 'cleansing the roadmap repo and utilizing for more 'roadmap' focused activities in 2022.

Next steps:

Discuss at TSC roadmapping session to outline associated tasks and assign to members.

Options: archive this repo & create a new one, cleanse & update this repo, etc.

12/29/2021 Notes:

-Per discussion in previous Outreach team meetings, I cleaned out the repo to migrate/close issues and start using the outreach repo for these purposes.

I moved all issues from this repo that are still relevant to outreach meeting actions to the Baseline Outreach Repo, and labeled as the 'Transfer' milestone
I closed all issues that are not relevant to open actions, and classified as the 'Archived' milestone

Based on consensus between community, roadmap will be documented in main repo as an attached doc, file, or part of readme.
