API anchor links issue #32

API doc’s path links do not scroll the page the the section. If I click on “Reset Ledger” it does not scroll to that section of the API.

@mattbishop there is an issue with Redoc - it doesn't support scroll-behaviour: smooth for some reason (see here)

I've rejigged the CSS so it's conditional - this property now only applies when on any page other than the API docs
