Does the analysis of the paper really show that the observed reassortment rate is a decreasing function of the amino acid distance between a segment and its reassorted counterpart? I think one problem is that a clear explanation is hidden behind bioinformatic specificities of the inference method, which is based on differences in times to the most recent common ancestor (TMRCA).
