API written in .net to expose information about the build

For example:

how many projects in the build
which assemblies are test assemblies
give information about which test framework each test assembly is using
- install relevant nuget package for unit test runner if it does not exist
push logic into API for example assembly info patching to make the actual build code a lightweight wrapper
idea - host API as a REST API meaning to enable scenarios such as gitter.im integration
