Obviously to the mathematicians, 100 characters is absolutely the correct way to implement a percentage progress bar.
However, if I may bring my real world systems experience in, may I suggest that it should actually be an 80 character line to be one single complete line on a standard 80 column display (cf default xterm, putty, etc et al).
I really think that is the more correct way to do it, from the practical perspective. Otherwise it leads to having a progress bar 1.2 lines long which tends to look ugly and poorly considered.
