Animation Compression with Draco #155

Thanks for maintan this project, it helps me a lot! there is one thing i'd like to tell is i see Draco released animation code with v1.3.4: https://github.com/google/draco

so is that possible to add animation compression with it? just like what you said in Read Me

@redtankbai Hey, yeah –– I really hope to do this. There's been very little time for feature improvements lately, but I remain hopeful!
