Windows Build - upload new release or fix build instructions #284

Hello,

There have been a bunch of fixes and corrections added since the latest build for windows was uploaded to the release section. The readme states the windows build instructions are out of date and no instructions seem to exist for cross-compile.

Is it possible to get a new release for windows uploaded, or an update to build a windows exacutable either via cross compile, or updating the windows instructions.
