The 2nd SID is actually not selected at all.

/LOCALIO has BA7=0 in it, so the upper half of the $e8xx block is never selected.

Resolution: move BA7 to IC9 pin 4 instead?

yes. this works. Verified by patching 1.0A and 1.1A prototypes
