Website redesign

After a few weeks chipping away at this whenever I get 15 minutes, I'm finally done with a big redesign of our website 🎉

I started completely from scratch with this one (well, the content was there but the design is fresh):

• Front page has general info about each project and points people to the right places
• Includes a news and events sections at the end of the front page
• Dedicated pages for installing, learning resources, contact, community, and citing (now we have a place to put the fatiando v0.5 install instructions and future governance docs)
• Uses the latest Bootstrap (5.1)
• No hacking of templates to get what we want. This doesn't use the sphinx templates and creates a new one from scratch (_templates/layout.html, which is surprisingly simple).
• Serve with livereload for an easier development experience (automatically rebuilds and refreshes the browser when things change)
• Sources are in Markdown (thanks to MyST), which makes it easier to mix HTML in the files (no more .. raw:: html).
• New "About" page with:
  • Links to AUTHORS.md files
  • Lists @santisoler and myself as maintainers (more on this to come)
  • A brief history based on recent talks we did
  • Logos and links to the lager geo-scipy stack
  • Funding acknowledgement (my salary and scholarships)

Of course, things could be improved and I welcome input or later PRs from people who are better at this than me 🙂 (looking at you @aguspesce 👀 ).

@aguspesce pointed out several accessibility issues with the new website. We'll merge this any way since it's not worse than what we currently have. But we will follow up with PRs fixing these issues.

@aguspesce feel free to make changes and tackle any of these that you want. I know I said I like completing tasks but honestly I really shouldn't 🙂 Between the two of us we could probably quickly get these fixed (maybe comment on the issues if we are implementing something to avoid duplication). Thanks again for showing me this awesome tool!
