The 90-post_upgrade_plugins step updates all managed permissions
including the new permissions for FAS User Agreements. This fails on a
brand new installation when cn=fasagreements,$SUFFIX does not exist yet.
Rename schema and update from 99-fas to 89-fas so our update step gets executed
before post updates.
