set default control surface pitch/yaw/roll weights to 0 #105

well, and i increased the default deflection to 20 deg.

Careless people will probably complain why their controls don't work, but a proper setup now takes less clicks. ;-)

Unfortunately, careless people are fairly common, especially since the standard set by stock is "everything on."

Also, very, very bad outcome of this: anyone who moves from stock to FAR will instantly find that none of their control surfaces on previously-saved vehicles (in flight or loaded without making changes) do anything. Making their vehicles uncontrollable due to changes in physics is fine, but uncontrollable because they have no control anymore is unacceptable.

Oh yeah of course it would break existing crafts ... haven't thought of this. I'll close this PR then.
