Custom setup panes for each team via UI

Goal

As an IT admin, I want to specify different setup settings, via the UI, for each Fleet team so that my MacBooks show different macOS Setup Assistant panes than my Mac minis.

Hey @georgekarrv heads up, I added the "story" label and removed the "subtask" label because the plan is to ship this as its own story (separate from #10518). I also detached this story from the Epic it belonged to on the sprint board in ZenHub (#10518).

I updated the title of this story to communicate that this is the UI feature for custom setup panes.

Hi @noahtalerman , this story did not make it into the current sprint, so I'm de-prioritizing it. Please bring it back to FF if necessary.
