Update audit activity for edited agent options

Goal

User story
As a endpoint operator who sends audit logs to my log destinations,
I want to track what when agent options were changed (diff)
so that I alert on when agent options are changed and know what changed.

• Premium feature only (?)
• Store who changed the config, when it was changed, and the contents of the new config
• Sanitize the config by excluding certain sensitive keys. (Need to go through the configs and decide)
