"Migrate to Fleet" doesn't show up #12771

Fleet version: 4.34.0

🧑‍💻  Expected behaviour

💥  Actual behaviour

👣 Reproduction steps

  1. enroll a host into an MDM (not fleet mdm) in Apple Business Manager (ABM). I used Kandji.
  2. install fleet desktop on the host machine
  3. ensure the host is enrolled into the MDM by going through the macOS Startup Assistant
  4. change the MDM to fleet mdm in ABM
  5. on the host, click on the fleet desktop icon in the menu. You will not see the Migrate to Fleet option

I found this while working through the migration flow for the dark/light logo. It seems intermittent, but I feel this is something I've ran into before. This may just be a timing issue with some time needed for the transfer of MDM, but considering I feel I've seen it a few times, we need to investigate this.

When I have updated a hosts MDM to fleet MDM in Apple Business Manager, I would expect that fleet desktop on the host will show a Migrate to Fleet option.

@ghernandez345 thanks for filing this! I would expand the expected behavior above to the following:

When I have updated a hosts MDM to fleet MDM in Apple Business Manager and turned on the end user migration workflow in Fleet, I would expect that fleet desktop on the host will show a Migrate to Fleet option.

Gabe, when you ran into this issue, did you have the end user migration workflow turned on?

@noahtalerman yes I had it enabled. I remember I had everything set up i would have expected to see the migrate to fleet option, but for some reason I did not see it until I removed the device from the current MDM here in ABM.

I was expecting that I should have been able to choose "Assign to the following MDM" and then see the option on the host but I did not.
