Should Fleet support unicode?

Areas to address for full unicode support would include:

Wide-reaching collation issues – https://github.com/fleetdm/fleet/issues/16540
Password length validation – current hashing method has a limit of 72 bytes of plaintext + salt. Unicode chars can be > 1 byte. See this conversation

Heads up @jacobshandling, the improvement was brought to feature fest on 2024-02-15 and wasn't prioritized for the current design sprint.
