Update built-in policies to check for configuration profiles and not GPOs

Goal

User story
As an IT admin using Fleet's built-in policies,
I want to add Windows policies that check if a configuration profile was installed
so that I'm not confused when a policy is failing because of a missing GPO (alternative to configuration profile).
