Fleet keeps on assigning ADE JSON profiles to hosts #17291

Fleet version: 4.46.1

💥  Actual behavior

Noticed while testing https://github.com/fleetdm/fleet/issues/15461, once Fleet has assigned an ADE profile, it shouldn't try to assign it again unless the profile changed.

However, on each run of the apple_mdm_dep_profile_assigner cron, it keeps on assigning profiles to the hosts it gets on that call over and over.

🧑‍💻  Steps to reproduce

  1. Configure ABM credentials and assign a host to your local instance in ABM
  2. Check the logs, observe how we assign a JSON profile to that host over and over

No longer seeing errors on enrolled hosts, profile assignment otherwise works as expected.
