disallow duplicate names across mac and windows profiles in batch apply
move validations to the platform-agnostic layer (somewhere around here) after all profiles have been collected

Note to self: the deprecated (but still supported) BatchSetMDMAppleProfiles (called via POST /api/v1/fleet/mdm/apple/profiles/batch) should also go through those validations, so that there's no way to introduce duplicate names.
