[UI] Confusing messaging when viewing setup experience pane #18508

Fleet version: v4.48.3 Web browser and operating system:

💥  Actual behavior

With Windows MDM enabled and MacOS MDM disabled, navigating to /controls/setup-experience/ displays the 'Turn on MDM' page.

Since MDM is on for Windows, and the UI does not indicate that this is a MacOS-only feature, this leads to a confusing user experience.

🧑‍💻  Steps to reproduce

  1. Set Up Fleet
  2. Enable Windows MDM, but not MacOS
  3. Navigate to controls/setup_experience

@RachelElysia if you get a chance to look at this it would be great. I think this is an easy win on your bug squashing quest, basically, just figuring out a new way to show that macOS MDM is not enabled, but, Windows MDM is.
