Today, Fleet's best practice Terraform for hosting Fleet in Google Cloud Provider (GCP) doesn't support the deploy security agents (#14921) and file carving features.

Problem

As a Fleet user deploying Fleet on Google Cloud Provider (GCP), I want to hook my Fleet server up to S3 or an S3 equivalent so that I can use the deploy security agents and file carving features.
