upgrade GoReleaser to v2 #19530

GoReleaser published a new major version a few weeks ago. This was breaking our CI flows so as a quick'n dirty fix we locked the version to "~> 1" in https://github.com/fleetdm/fleet/pull/19529

this is so we don't forget that we need to upgrade, as this is a critical part of our infra

@georgekarrv Moving this back to the drafting board. Since this is only a 2-3, let's make sure to prioritize it next sprint so that the temporary fix doesn't become an emergency when our deploy process breaks.
