Improve description of OS settings pending status #19646

Goal

User story
As a IT admin or end user,
I want to know if my profiles are pending because the host is offline or if action is required
so that I can understand better what's happening on the host.

@PezHub I think we should update copy in couple of places for pending status. For ex. software activity on the host details page is similar. I think we should borrow copy from scripts (see screenshoot). That copy covers both cases: waiting host to come online and running if online. I'll file feature request so we don't slow down this story

Understand the state, Profiles pending, no debate, Clarity does relate.
