Upgrade Go to latest minor version 1.22.4 #19844

A new minor version of Go has been released: https://go.dev/dl/

For reference: https://github.com/fleetdm/fleet/issues/15584

We also need to update the GO_VERSION environment variable, and the version used by workflows when this merges.

I upgraded my ver of Go to 1.22.4 while I test tickets this sprint and will also run thru the smoke tests to ensure all is good. @xpkoala heads up
