Improve copy for pending status #20648

Problem

Currently, for profiles (OS settings modal on Host details page) and software host activities, we use this copy for pending status:

Fleet will install/apply ... when host comes online.

This is not accurate and often confusing, since host might be online and processing the command.

Additionally, we might update upcoming MDM commands wireframes so they are ready once we pick them up again.

Potential solutions

Borrow copy from scripts
