Support PXE booting (traditional imaging) of Windows servers #21159

Problem

As an IT admin, I currently build custom images for my on premise Windows Servers. I need to be able to image these servers via PXE service, and I need that process to be initiated and managed by Fleet so that new machines can be deployed.
