Custom BYOD enrollment flow: option to not install Fleet Desktop

Goal

User story
As a white label MSP building a custom BYOD enrollment flow for my clients' Macs,
I want to enroll these Macs to Fleet and turn on MDM w/o delivering Fleet Desktop
so that I can make sure my clients use our companion tool instead of Fleet Desktop.

Objective

None. Not tied to a quarterly objective.

Hey @zayhanlon and @pintomi1989 heads up, this didn't make the 3 week drafting timeline. We're waiting on follow up from @ddribeiro here on a proposed solution: https://github.com/fleetdm/fleet/issues/22358#issuecomment-2435305850
