Manage automations not available under the Software tab for individual Teams #23229

Fleet version: 4.58.0

Web browser and operating system: Chrome or Safari

💥  Actual behavior

The Manage automations link under the Software tab is not visible to individual teams. It is visible for Policy automations but not for vulnerability automation so there is some inconsistency.

🧑‍💻  Steps to reproduce

  1. Make sure All teams is selected, go to the Software tab and notice the Manage automations link
  2. Select a different team, notice the link goes away
  3. Navigate to Policies and notice the link is available

This is important for customers who have set up Teams for different admins to manage who want their own automation capabilities when it comes to vulnerability management. Teams might also be set up based on device type (ex: Workstations vs Servers) and need their own automation or notification capabilities (ex: going to different ticketing queues).

@allenhouchins Thanks for the bug report! You can use the fast-track for Fleeties and put this issue directly into the reproduced state.
