Admins defined in a Team are not allowed to add Fleet-maintained apps #23305

Fleet version: 4.58.0 Web browser and operating system: Any

💥  Actual behavior

An admin that is assigned to a specific Team encounters an error if they try to add a Fleet-maintained app.

🧑‍💻  Steps to reproduce

  1. Login to Fleet as an admin within a Team (not a Global Admin)
  2. Attempt to add a Fleet-maintained app

imo, this flow should be added to QA wolf.
