Configuration profile with fleetd values (url, enroll secret) is not being sent #23405

Fleet version: 4.59.0 RC/main as of creation of this bug

Web browser and operating system:

💥  Actual behavior

ADE enrolled Mac stays on the "Remote Management" screen of Setup Assistant forever, because orbit never gets the values it needs to enroll.

🧑‍💻  Steps to reproduce

  1. Do an ADE enrollment flow
  2. Note that the config profile with the URL and enroll secret is never sent
  3. Note that the device is stuck in Remote Management
  4. Manually release the device. Open the orbit logs. You should see this error: didn't find configuration values in system profile

this was a false alarm!! seems like something was misconfigured on my local server.
