Remove checks for MDM configured from:

Ian:

[x] GET .../mdm/profiles/summary
[x] GET .../mdm/profiles/summary?team_id={:id}

Jacob:

[x] POST .../disk_encryption (Team update DE enabled)
[x] PATCH .../config (No team update DE enabled)
[x] GET .../disk_encryption/summary

Unassigning myself here as I figured out where the config profiles GET was gating on MDM being turned on (middleware). Committed to the existing FE branch to ease end-to-end testing.
