UA: use the new unified queue to list upcoming activities #23919

This is to replace the "List upcoming activities" (GET /api/latest/fleet/hosts/{id}/activities/upcoming) endpoint implementation (and any other place we return "upcoming activities", but AFAIK this is the only one) with a query in the new unified queue.
