Fleet maintained apps - Team admin cannot add software #24039

Fleet version: 4.59.0

Web browser and operating system: n/a

💥  Actual behavior

As a team admin, if I attempt to add software to my team, I get a 403 error

🧑‍💻  Steps to reproduce

  1. login as a team admin
  2. Add software (Fleet maintained app)

I reproduced this and have the backend part of the fix, the frontend part I'll get some help with as there's a couple of things I'm not too familiar with.

Team admin in cloud, Adding apps, no error found, Fleet's strength allowed.
